ORGANISATION BACKGROUND:
Walimu was founded in 2010 and incorporated as an NGO in Uganda in 2013. At the time, our founders were discovering effective methods for improving patient health; however, the traditional way that research was funded often meant these findings languished.
We got together and came up with a solution: an NGO that focused both on implementation science research (in other words, how to make things work) and on policy translation (leveraging science and relationships to get systems to change).
Walimu is a leading research and policy advocacy organization in Uganda. Our team of over 150, all Ugandan, implements studies alongside a global team of research scientists and then scales successful interventions nationwide.
WALIMU is currently looking for an enthusiastic, hardworking, and self-motivated person to join our team to support the effective delivery of the organization’s mission.
The under-listed Regional Referral Hospitals will constitute the duty stations for this assignment in line with the UNICEF Grant in collaboration with the Ministry of Health; Arua, Gulu, Lira, Soroti, Moroto, Mbale, Jinja, Hoima, Fort Portal, Mbarara, Mubende, Masaka, and Kabale.
TITLE: VACCINE MANAGEMENT OFFICER (VMO) - 14 Positions
REPORTS TO: Immunization Team Lead
LOCATION: Region

DURATION: 12 months, contingent on donor funding
JOB OVERVIEW/SUMMARY: Reporting to the Immunization Team Lead, the VMO who will be based at the Health Region is responsible for providing Immunization Technical Assistance (TA) using RED/REC Strategy to the District Health Teams in order to reach and vaccinate zero-dose and under immunized children with a coverage of above 90%.
Duties and Responsibilities:
- Maintain high vaccine and immunization stock visibility through good data management and use.
- Develop a logistics data use plan, improve supply chain management, track the implementation status of EVM, cIPs, and advocate for funding for priority activities.
- Support districts to ensure good temperature management, support districts to plan for and implement improvement plans and track implementation status monthly.
- Ensure distribution of Quality Improvement (QI) data tools, and standard operating procedures and align best practices with global guidance to ensure performance comparable with other countries.
Management and Coordination:
- Support and guide the National level on making informed decisions in critical areas such as vaccine forecasting, Supply and demand planning, and distribution planning.
- Support vaccine forecasting systems and data triangulation of stock, consumption, and coverage at all levels, supplemented with accuracy verification and revision.
Capacity building:
- Support districts in implementing a coherent capacity-building plan for the vaccine managers at both district and health facility levels on Vaccine forecasting, Demand and Supply Planning, Vaccine and stock management, Distribution planning, Cold Chain Management (Monitor installation of new CCE, including maintenance, inventory management, and temperature management), EVMA and cIP and Data management.

Note: The role of the Vaccine Management Officer cannot be limited to the specific duties and tasks detailed herein. REQUIREMENTS/QUALIFICATIONS:
Education:
Minimum of a Diploma in fields including:
- Refrigeration and Airconditioning
- Supply Chain Management
- Medicine
- Procurement and Logistics Management
- Environmental Health
- Nursing and Midwifery
Applicable work experience may be substituted in cases where a diploma or university degree is not aligned with a relevant field.
Abilities:
- Knowledge of inventory policies in allocation, ordering, and distribution of immunization supply chain operations.
- Effective Vaccine Management (EVM) and Cold Chain Management (CCM) is a must.
- Knowledge of analyzing Key Performance Indicators (KPI) in EVM.
- Good analytic skills and report writing skills.
- Fluency in written and spoken English.
- Good interpersonal and negotiation skills.
Skills:
- Excellent planning, monitoring, and evaluation skills and ability to plan and oversee projects.
- Expertise in working with communities, developing and disseminating technical information and messages.
- Ability to analyze, understand, innovate, and discuss new program strategies, management, and implementation approaches as required.
Experience:
- Experience in the planning, implementation, and monitoring of EPI service delivery and EPI logistics.
- Experience and proven working relations with District and HSD Health Teams.
- Knowledge of MOH/UNEPI operation is an added advantage.
- Diploma holders will require a minimum of three (3) years of progressive professional work experience in managing immunization campaigns at a similar level.
- Degree holders will require a minimum of two (2) years of working experience at a similar level.
