As government's priorities are integrated into the annual work plans of the various projects and programs, there is large volume of procurement activities approximately $14.5 million per annum. The need for speed in the implementation of projects and programs in the field require a reinforcement of the office's procurement team.
To effectively meet this need, the Country Office is recruiting a Procurement Associate to support its procurement function.
Duties and Responsibilities
The Procurement Associate will be responsible for providing procurement support for Country Office projects: Building Resilience in Conflict Affected and Fragile Communities of Karamoja (BRICK) ; Building Resilient Communities, Wetland Ecosystems and Associated Catchments in Uganda ; Nature Climate Energy Resilience ; Restoration of Wetlands and Associated Catchments in Eastern Uganda ; Among other Country Office projects.
In the following areas:
• Organizes purchasing processes for the office, DIM/NIM (support) projects and other agencies at their request
• Ensures the implementation of procurement operational strategies
• Guarantee the implementation of the "sourcing" strategy and E-Procurement tools
• Ensures the development and sharing of knowledge
Organizes purchasing processes for the office, DIM/NIM (support) projects and other agencies at their request focusing on the following results:
• Implementation and regular monitoring of the office's purchasing plan
• Organization of procurement processes including preparation of RFQs, ITBs or RFPs, receipt of bids, invoices or pro forma, their evaluation, negotiates the conditions of contracts in accordance with UNDP rules and procedures
• Preparation of purchase orders and contracts in Quantum and the request and follow-up of the creation of suppliers in Quantum
• Preparation for the Contracts and Assets Committee (CAP) and RACP/ACP Review
• Implementation of the internal control system in procurement and timely corrective actions for purchase orders with errors
• Monitoring of procurement performance indicators on the Dashboard
Ensures the implementation of procurement operational strategies with a focus on the following results:
• Support to project and program teams with the necessary information for the development of their procurement plans in accordance with the annual work plans.
• Configuration of the office's purchasing plan and development of the content of the procurement "Standard Operating Procedures" (SOPs) in direct consultation with the supervisor and the office's management team
• Compliance with procurement processes with UNDP rules and procedures, policies and strategies with effective implementation of internal control
• Development and maintenance of a database of suppliers and roster of individual consultants, implementation of the selection process and evaluations of suppliers and individual consultants.
• Support to the implementation of common procurement processes for UN agencies in line with UN reform
Ensure the implementation of the sourcing strategy and E-Procurement tools to achieve the following results:
• Efficient use of online services and all tools for the efficient conduct of procurement processes
• Use of the AWBs available in Quantum and on the intranet to reduce delays
• Use of Headquarters Procurement Support Units for Specific Purchases
Ensures knowledge development and sharing by focusing on the following results:
• Organization of training for operational, program and project staff on procurement
• Lessons learned syntheses and best practices in procurement and individual contract selections
• Contribution to knowledge networks and communities of practice in procurement
Required Skills and Experience
Education:
• A high school diploma is required
• University degree (bachelor's degree or above), in Business Administration, Public Administration, Finance, Economics or equivalent will be given due consideration but not required
Experience:
• At least 6 years of relevant experience (with the high school diploma) or 3 years (with the bachelor's degree) in the field is required.
• At least 2 years of experience in Procurement Management
• Experience in using digital procurement platforms
• Proficiency in English
• CIPS level 2.
