    Terms of Reference for Consultancy to Development of "How To" Elements and Guiding Toolkit on Countering Inflammatory Narratives.

    Background

    The Auschwitz Institute for the Prevention of Genocide and Mass Atrocities (AIPG) is a non-profit organization that works globally to prevent genocide and mass atrocities. The AIPG Africa Programs Office (APO) focuses on strengthening national and local capacities for atrocity prevention across the continent. APO is currently implementing a project funded by USAID, “Ugandans for Peace Activity” in 26 districts of Central Uganda in partnership with Women International Peace Center (WIPC). The project aims to prevent, mitigate, and respond to political violence, build social cohesion, and promote peace in Uganda. AIPG Africa Programs Office is seeking a consultant to develop a comprehensive “How To” Elements and Guiding Toolkit on Countering Inflammatory Narratives. The toolkit will be used by the PVP focal point persons and Early Warning Forums to counter inflammatory narratives at the community level.

    Objective

    The overall objective of this consultancy is to develop a user-friendly “How To” Elements and Guiding Toolkit on Countering Inflammatory Narratives. The toolkit will be used by the PVP focal point persons and Early Warning Forums to counter inflammatory narratives at the community level.

    Scope of Work

    The consultant will be responsible for the following tasks:

    1. Develop the structure and content of the "How To" Elements and Guiding Toolkit on Countering Inflammatory Narratives Toolkit, which should include, but not be limited to, the following elements:

      • Identifying ‘hate speech’ and inflammatory narratives.

      • Responding to hate speech and inflammatory narratives (counter narratives).

      • Guidance on argumentation and communication for peace.

      • Countering and addressing online hate speech and inflammatory narratives.

      • Content moderation.

    2. Ensure the toolkit is user-friendly, visually appealing, and accessible to a wide range of stakeholders, including those with limited technical expertise.

    3. Finalize the toolkit based on the feedback received and prepare it for publication and dissemination.

    Deliverables

    1. Draft "How To" Elements and Guiding Toolkit on Countering Inflammatory Narratives Toolkit.

    2. Final "How To" Elements and Guiding Toolkit on Countering Inflammatory Narratives Toolkit, incorporating all feedback and revisions.

    Qualifications and Experience

    • A Master's degree in the fields of Media and Strategic Communication, Peace and Conflict studies, Philosophy and Ethics, Governance, Human Rights, and Diplomacy.

    • Demonstrable experience in developing toolkits and models.

    • Demonstrated knowledge and understanding of the Ugandan local (community) context, including local media and communication systems.

    • Excellent research, writing, and facilitation skills.

    • Ability to work collaboratively with diverse stakeholders and incorporate their inputs.

    • Proficiency in English is required; other local languages is an added advantage.

    Timeline and Remuneration

    The consultancy is expected to be completed within 2 months from the contract commencement. The financial quote will be subjected to a 6% withholding tax.
