Job Details:

Job Summary:

Under the supervision of the Director, Finance and Operations, the Finance and Operations Manager will provide technical oversight to the financial and project operations, ensuring effective financial management by providing accounting, administrative, financial management, and logistical support to ensure the smooth operation and implementation of project activities.

Specific Duties and Responsibilities:

  • Budgeting and Financial Planning:

    • In conjunction with the Director, Finance and Operations, support the planning and budgeting process, consolidate work plans and budgets, and monitor budget utilization in line with approved activities and USAID guidelines.
  • Payment and Vendor Management:

    • Review all approved payments for the project’s local vendors, contractors, and consultants for goods and services received, in accordance with the MJAP Finance Manual and USAID regulations.
  • Technical Assistance:

    • Provide technical assistance to review sub-grantees' budgets and work plans for effective and efficient utilization and compliance with MJAP and funder/partner guidelines.
  • Tax and Registration Compliance:

    • Maintain the project’s current standing with all mandated tax and registrations, including submission of payments and required reports.
  • Cash Flow and Account Reconciliation:

    • Manage cash flow, authorize payment of local costs, and reconcile the project’s bank and field advance accounts each month.
  • Financial Documentation and Reporting:

    • Verify and document all project financial transactions in the approved MJAP Accounting System, submitting timely monthly reports.
    • Review all paid invoices, ensuring agreement with supporting documentation, including price quotes, purchase orders, and shipping receipts.
  • Internal Controls:

    • Implement internal systems for obtaining purchase approvals and the use of assets, ensuring the adequate application of internal controls.
    • Ensure established policies and procedures on finance are understood by staff, implemented, and regularly reviewed.
  • Operations Coordination:

    • Coordinate and support operational units such as Administration, Accounting, HR, IT, and Procurement, while supervising and appraising staff under their management.
  • Audit Preparation:

    • Prepare draft Trial Balance (TB), General Ledger (GL), SEFA, and Phoenix reports for external and internal audits of project funds.
  • Program Implementation Support:

    • Coordinate program implementation, ensuring effective provision of administrative and logistical support to district, health facility, community-based, and other field activities.
  • Vendor Payments:

    • Work closely with the Procurement Officer to ensure that all suppliers/vendors are paid on time and in accordance with USAID and internal MJAP rules and regulations.
  • Tax and Social Security Reporting:

    • Manage submission and reporting of Withholding Tax (WHT), Pay As You Earn (PAYE), and National Social Security Fund (NSSF) in a timely manner.
  • Additional Responsibilities:

    • Perform any other duties as assigned by the supervisor.

Qualifications, Job Requirements, and Competencies:

  • Bachelor’s degree in Accounting, Finance, or Commerce (Accounting).
  • Master’s degree in Business Administration or Financial Management (Accounting).
  • Professional qualification such as ACCA, CMA, CPA, or MCIPS with membership in a professional body.
  • Over 10 years of experience managing funder/partner funds, preferably with large and complex grants, and knowledge of CDC/USG contract and grant compliance requirements.
  • Proven expertise in finance, accounting, and auditing, including experience with automated financial systems.
  • Specific experience in managing CDC/USG agreements and financial reporting requirements, as well as sub-grants management protocols.
  • Applied knowledge in budget development, project management, contracts management, financial management, grants management, and procurement.
  • Ability to submit timely financial reports per the required financial procedures and CDC/USG requirements.
  • Ability to manage funds, logistics, and human resources in accordance with CDC/USG guidelines.
  • Demonstrated strong management, coordination, teamwork, and planning skills.
