About The 10X Digital Economy Program:

Outbox, in collaboration with the Mastercard Foundation, is launching "10X: Enabling the Growth of MSMEs through Digital Economy" program in Uganda. This transformative initiative aims to enhance the wellbeing and resilience of young people in an inclusive digital economy by providing training in digital skills, increasing access to affordable finance for businesses, and supporting youth-led MSMEs in adopting digital practices. The program targets 250,000 young people, with a special focus on women, refugees, and individuals with disabilities.


JOB OVERVIEW

The Monitoring and Evaluation (M&E) Associate for the 10X Program at Outbox will play a critical role in ensuring the effective organization, analysis, and reporting of impact datasets resulting from program activities and sub-partners' contributions. The role involves collaborating closely with the Program Impact Partner to develop insights, data dashboards, and ensure compliance with data protection guidelines. The M&E Associate will also be responsible for training consortium and downstream partners on the use of digital tools designed for program reporting.


Responsibilities and Duties

Data Management and Analysis:

  • Collect, clean, and organize impact datasets reported from program activities and sub-partners.
  • Develop and maintain databases to manage impact datasets.
  • Generate insights from data to inform program strategies and improvements.
  • Ensure conformance to reporting guidelines and standards.

Insights Development:

  • Work closely with program staff to identify new areas of learning.
  • Develop insights and data dashboards based on the identified learning areas.

Data Protection:

  • Ensure adherence to key data protection guidelines and standards.
  • Serve as the project data protection officer, ensuring key data protection guidelines are conformed to.

Capacity Building:

  • Train consortium and downstream partners on the usage of digital tools developed for program reporting.
  • Provide ongoing support and guidance to partners in data reporting.
  • Develop training materials and conduct workshops/webinars to enhance partners' M&E capabilities.

Reporting and Documentation:

  • Prepare regular and ad-hoc reports on program impact and progress.
  • Ensure accurate and timely documentation of program activities and outcomes.
  • Develop data dashboards to visualize key metrics and trends.
  • Document best practices and lessons learned in the implementation of the initiative.

Collaboration and Coordination:

  • Collaborate with the Program Impact Partner to establish effective monitoring and evaluation systems and data collection & reporting methodologies.
  • Coordinate with program staff and partners to ensure accurate and timely data reporting.
  • Provide technical support and guidance to partners on M&E processes and tools.

Quality Assurance:

  • Conduct regular quality assurance checks on data to ensure accuracy and completeness.
  • Implement corrective measures as needed to maintain data quality.

Knowledge Management:

  • Develop and maintain documentation of key processes and methodologies to ensure continuity and knowledge retention.

DESIRED QUALIFICATIONS AND SELECTION CRITERIA

Technical Skills:

  • Bachelor's degree in a relevant field such as Statistics, Economics, Data Science, or a related discipline.
  • Minimum of 2-3 years of experience in monitoring and evaluation, data analysis or related role, preferably in development programs.
  • Proficiency in statistical software and data analysis tools (e.g., SPSS, STATA, R, Python).
  • Experience with data visualization tools (e.g., Tableau, Power BI).
  • Knowledge of data protection regulations and best practices.
  • Experience in training and capacity building is an advantage.
