Job Description
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is the implementing agency of the Federal Republic of Germany for technical and international cooperation.
The German Federal Ministry for Economic Affairs and Climate Action (BMWK) commissioned the GIZ Global Carbon Market (GCM) Project with a goal to strengthen the readiness of public and private sector actors in the partner countries regarding the design and use of market-based and other economic climate protection instruments. The GCM project is implemented in Uganda & Eastern Africa and the Caribbean.
GIZ is recruiting a Junior Climate Change Advisor to support in the implementation of its Programme.

A. Key Responsibilities
The Junior Climate Change Advisor will be responsible for:
• Engaging government, private sector, development partners, other commissions, and other key stakeholders to facilitate project implementation
• Strategic level planning to guide implementation of the GCM program activities including development of planning documents.
• Provide technical backstopping for project partners on climate change mitigation in general but specifically on carbon markets and/or carbon pricing.
• Communication of project activities for visibility and awareness to political and commissioning partners and other stakeholders.
• Logistical support towards the delivery of GCM program activities.
• Contributing to and supporting close integration of the energy and climate sector in Uganda as well as the broader cluster processes.

The Junior Climate Change Advisor performs the following tasks:
A. Specific Tasks
i) Coordination and technical backstopping
• Support engagements with public and private partners and relevant stakeholders on topics of carbon markets, article 6 of the Paris Agreement, climate change mitigation and NDC implementation. Partners may include Designated National Authorities and UNFCCC focal points of project countries, line ministries of environment, private sector institutions etc.
• Support the identification of potential carbon finance projects as well as carbon pricing instruments and works closely with potential partners to guide their development.
• Assist the coordination of project activities with the East African Alliance on Carbon Markets and Climate Finance, NDC-Partnership, UNFCCC Regional Collaboration Center Kampala, relevant development partner initiatives, as well as GIZ programs inside and outside the project countries.
• Contribute to planning, coordination and documentation of workshops, trainings and other project activities
• Provide technical support to the commissioning donor agencies e.g. The German Federal Ministry of Economic Affairs and Climate Action (BMWK), providing input for mid-term and annual reports, state of the art analysis, project progress reports, concepts and policy briefs.

ii) Communication and Knowledge management
• Keep well-informed about current developments in international climate discussions on carbon markets and or carbon pricing particularly on Article 6 of the Paris Agreement and the voluntary carbon markets
• Developing and disseminating materials on project activities and developments in the carbon markets and climate change topics to enhance visibility of the project among relevant stakeholders
• Preparing communication materials such as project fact sheets and power point presentations
• Drawing up periodic reports, organising and updating project documentation and maintaining project databases

iii) Analysis and research
• Regularly research and review the latest developments and best practices in international climate policy and provide technical guidance in the development and implementation of climate change policies and strategies at both national and regional level (Eastern Africa).

Other Duties/Additional Tasks
• Act professionally in a corporate work environment
• Be pro-active and able to work independently
• Acquaint him/herself with GIZ planning, implementation and reporting procedures and their variations
• Represent the interest of the GIZ-assisted measures and always act on its behalf
• Perform other duties and tasks at the request of management.

B. Required qualifications, competences, and experience.
Qualifications
• Bachelor’s Degree in Climate Change, Environment, Natural Resource Management or a related field.

Professional experience
• 3 years of professional experience in the implementation of climate change related projects and activities.
• Experience in carbon markets and climate change mitigation at national, regional and international levels
• A good understanding of the United Nations Framework Convention on Climate Change (UNFCCC) processes such as the Conferences of the Parties (COP) meetings and progress of the Nationally Determined Contributions (NDCs).
• Knowledge about international climate change discussions and relevant international frameworks e.g. Paris Agreement, Article 6, Voluntary Carbon Markets, etc.
• Familiarity with Uganda’s climate change institutional and political landscape and key sector stakeholders.

Additional competences
• Excellent English language skills (spoken and written)
• Outstanding research, writing and reporting skills, with strong attention to detail.
• Strong analytical, organizational and communication skills
• Good working knowledge of ICT and computer applications (e.g. MS Office, Excel, PowerPoint, Outlook etc.)
• Strong teamwork skills and ability to operate in a diverse and multicultural work environment.
