Job Details:

BACKGROUND AND PURPOSE: The Human Resources (HR) Officer (Business Partner) at the Area Office will play a vital role in managing and implementing HR policies, procedures, and strategies to ensure the effective and efficient functioning of the office. The HR Officer will support WFP's mission by ensuring the recruitment, retention, development, and wellbeing of staff, fostering a positive work environment, and ensuring compliance with WFP and local labor regulations.

KEY ROLE & RESPONSIBILITIES:

Recruitment and Staffing

1. Oversee and manage the recruitment process, including job postings, candidate screening, interviewing, and selection.
2. Ensure timely and efficient onboarding of new staff, including orientation and induction programmes.
3. Provide support in building talent within WFP, collaborating with managers to understand their needs and organizing solutions to recruit, retain and develop a high caliber workforce to deliver the business strategy.
4. Support for organizational design activities that enable senior management to define and organize structures and jobs and allocate people to the right places in order to improve efficiency.

Employee Relations and Performance Management

5. Contribute to the effective management of the employment relationship between WFP and its staff, by administering conditions of service, contracts, and appropriate entitlements.
6. Promote a positive and inclusive work environment by addressing employee concerns and resolving conflicts.
7. Support the implementation of performance management systems, ensuring staff appraisals are conducted regularly and effectively

Learning and Development

8. Support staff capability building, collaborating with managers to understand individual skills and business requirements, and organizing development solutions which equip people with the skills and knowledge required to meet current and future challenges
9. Identify learning and development needs of staff and coordinate relevant training programmes.
10. Support career development initiatives and succession planning to build a skilled and capable workforce.

HR Policy Implementation and Compliance

11. Respond to queries from managers and staff, understanding their issues and ensuring policies, procedures, processes, systems, and tools are available and correctly applied to support them
12. Ensure the implementation and compliance of WFP HR policies, procedures, and local labor laws.
13. Maintain up-to-date knowledge of HR best practices and legal requirements.

Compensation and Benefits

14. Oversee the administration of employee compensation and benefits, ensuring accuracy and compliance with WFP standards.

HR Information Management

15. Maintain accurate and confidential employee records and HR information systems.
16. Collate data and contribute to preparation of accurate and timely reporting, supporting a WFP wide view of HR activities that enables informed decision-making and consistent information for stakeholders.
17. Generate HR reports and analytics to support decision-making and strategic planning.

Health, Safety and Wellbeing

18. Promote and ensure a safe and healthy work environment, in compliance with WFP safety standards.
19. Implement initiatives to support staff wellbeing, including health and wellness programmes.

Strategic HR Planning

20. Contribute to the development and implementation of the HR strategy in alignment with WFP’s overall goals and objectives.
21. Analyze workforce trends and provide recommendations to address HR challenges and opportunities.

Administrative Support
22. Provide administrative support for HR-related activities, including coordinating logistics for trainings, meetings, and other events.
23. Ensure accurate and timely processing of HR-related documents and transactions.
24. Perform any other duties as required.

QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: Advanced university degree in Human Resource Management, Public or Business Administration, Industrial Psychology or other relevant field, or First University degree with additional years of related work experience or trainings/courses.
Experience: At least five years of progressively responsible professional experience in human resources management, ideally in an international or humanitarian organization.

Knowledge & Skills:
Technical Skills: Proficiency in HR information systems, data analysis, and HR best practices. Strong understanding of local labor laws and regulations.
Communication Skills: Excellent verbal and written communication skills in English. People Skills: Strong people skills with the ability to build relationships, resolve conflicts, and promote teamwork.
Competencies: Purposeful, initiative-taking, and able to work under pressure. High ethical standards, integrity, and professionalism.
Languages: Fluency in oral and written English. Working knowledge of local languages is an added advantage.
