Organizational Description:
AVSI is an international NGO with headquarters in Italy, which has been active in Uganda since 1984. AVSI is a prominent provider of development and humanitarian assistance around the world and brings strong management and innovative strategies to programs in various sectors including; Health including disability and mental health, Food Security and Nutrition, Education including early childhood care and development, Protection including child protection, Livelihoods, Energy and Environment.

Programme Background:
AVSI Foundation with Financial Support from the Embassy of Ireland is implementing the Vocational Education and Skilling Programme (VESP), 2023 – 2027 in Karamoja with the aim of increasing gainful employment of youth in Karamoja. This programme builds on the first phase achievements of the Support to Skilling Uganda (SSU) project in Karamoja 2016-2020 as well as the 2021-2022 bridging programme.

Specifically, the programme will strive to increase youth opportunities for employment; improve capacity of skilling and employment entities (VTIs, CSOs and Private sector) and contribute to supportive legal and policy environment for youth skilling and employment. The programme will target youth from the entire Karamoja region with specific focus on Moroto, Nakapiripiriti and Kotido Districts.

JOB PURPOSE:
AVSI is seeking to recruit suitably qualified personnel for the position of Program Manager to be responsible for the overall management of the program. He/she will ensure compliance with all the terms and conditions of the grants agreement including program implementation and reporting. He/she will also oversee the coordination with the Donor, Local Government, OPM, C&D, implementing partners, and other key stakeholders.

Specific Duties and Responsibilities:
• Develop plans and quarterly activity reports in line with timelines agreed develop any other specific activity report that may be needed and requested.
• Manage the VOC project staff (Project Officers and Database Officers) operating in the area.
• Plan, coordinate and ensure the implementation of capacity building initiatives for AVSI staff and local partners.
• Ensure quality programming through technical guidance and support that is grounded in the program’s strategic objectives and adheres to expected technical quality and reporting requirements.
• Deliver on all planning requirements including production of annual work plans and reporting to donor, using a collaborative approach that engages staff and partners.
• Serve as primary liaison with the donor as well as other key stakeholders including GOU; Respond to donor and stakeholder requests for communication in a timely and professional manner, Ensure the maintenance of a harmonious and constructive relationship with all major stakeholders in the program and in the policy environment.
• Provide leadership and motivation to the project management team and staff, including leadership of the project’s adaptive management and continuous learning processes through guidance and modeling of desired behaviors.
• Retain, motivate and supervise an effective project field-based team capable of achieving project objectives.
• Oversee the financial and other administrative requirements and reporting for the program.
• Guide and oversee the project budget and its alignment to expected results; review and approve annual budgets and quarter budget reports in close cooperation with the AVSI Kampala Finance Manager
• Attend coordination meetings representing AVSI with other partners and local authorities

Job Requirements:
• A Master’s degree in social sciences/social work and social administration or development studies
• At least seven years of experience in project planning, Education, Livelihoods proposal development, monitoring and evaluation, training with excellent analytical skills.
• At least 2 years in mid-managerial positions within an International Organization.
• People management / supervision skills
• Effective interpersonal skills - oral and written communication skills
• Computer literacy skills
• Must be willing to reside in the respective districts.
• Knowledge of the local language will be of an added advantage.
