ORGANIZATIONAL DESCRIPTION:
AVSI is an international NGO with headquarters in Italy, which has been active in Uganda since 1984. AVSI is a prominent provider of development and humanitarian assistance around the world and brings strong management and innovative strategies to programs in various sectors including; Health including disability and mental health, Food Security and Nutrition, Education including early childhood care and development, Protection including child protection, Livelihoods, Energy and Environment.

PROGRAMME BACKGROUND:
AVSI Foundation with Financial Support from the Embassy of Ireland is implementing the Vocational Education and Skilling Programme (VESP), 2023 – 2027 in Karamoja with the aim of increasing gainful employment of youth in Karamoja. This programme builds on the first phase achievements of the Support to Skilling Uganda (SSU) project in Karamoja 2016-2020 as well as the 2021-2022 bridging programme.

Specifically, the programme will strive to increase youth opportunities for employment; improve capacity of skilling and employment entities (VTIs, CSOs and Private sector) and contribute to supportive legal and policy environment for youth skilling and employment. The programme will target youth from the entire Karamoja region with specific focus on Moroto, Nakapiripiriti and Kotido Districts.

JOB PURPOSE:
AVSI Foundation is seeking to recruit suitably qualified personnel for the position of Market Systems Development Advisor to be responsible for planning and coordinating the implementation of the systemic interventions in the selected sectors, sub-sectors and value chains in the framework of promoting economic inclusion for vulnerable youth in Karamoja. He/she seeks strategic partners and design and implement systemic interventions aligned with the Vocational Education and Skilling Programme.

SPECIFIC DUTIES AND RESPONSIBILITIES:
• Spearhead the project team in the value chain and labor market assessment design, implementation, communication of results and support the use of the assessment among partners toward increasing crowding-in of private sector partners
• Participate in partner profiling and assessments towards ensuring that the project maintains relevant partnerships needed to meet project objectives
• Identify key partnership opportunities for the project in the thematic area of market systems development to enhance economic inclusion for effective results
• Provide technical advisory support to project partners and staff in the area of market systems development
• Work closely with other departments; monitoring and evaluation, communications and partners to document agro market systems and finance profiles in the region and communicate the results;
• Provide accurate and timely data to facilitate effective oversight and organizational decision making for the Project Management Unit and the Management Team;
• Document promising practices for project reports and publications and prepare abstracts for conferences/meetings;
• Network and link with other organizations, projects and stakeholders to find new opportunities for the project towards delivery of a stronger agri-prenuership opportunities for increased employment project

JOB REQUIREMENTS:
• The ideal candidate must hold a Master’s Degree in Marketing, Rural Development, Business Development, Economics and Small Business
Management or any other relevant field from a recognized institution.
• At least 5 years of professional experience in agribusiness, and/or value chain and market access related consultancy, and/or analysis/research of agribusiness and/or regional socio-economic development projects.
• Experience in working with public sector, private sector and donor organizations on institutional development or similar projects will be an asset
• Must be willing to reside in the respective districts.
• Knowledge of the local language will be of an added advantage
• Excellent command computer skills in Microsoft Word, Excel, and Power Point
• Proven past experience and ability to engage with stakeholders mainly local government, OPM, UNHCR, Education service providers and CSOs is much desired.
