ORGANIZATIONAL DESCRIPTION:
AVSI is an international NGO with headquarters in Italy, which has been active in Uganda since 1984. AVSI is a prominent provider of development and humanitarian assistance around the world and brings strong management and innovative strategies to programs in various sectors including; Health including disability and mental health, Food Security and Nutrition, Education including early childhood care and development, Protection including child protection, Livelihoods, Energy and Environment.

PROGRAMME BACKGROUND:
AVSI Foundation with Financial Support from the Embassy of Ireland is implementing the Vocational Education and Skilling Programme (VESP), 2023 – 2027 in Karamoja with the aim of increasing gainful employment of youth in Karamoja. This programme builds on the first phase achievements of the Support to Skilling Uganda (SSU) project in Karamoja 2016-2020 as well as the 2021-2022 bridging programme.

Specifically, the programme will strive to increase youth opportunities for employment; improve capacity of skilling and employment entities (VTIs, CSOs and Private sector) and contribute to supportive legal and policy environment for youth skilling and employment. The programme will target youth from the entire Karamoja region with specific focus on Moroto, Nakapiripiriti and Kotido Districts.

JOB PURPOSE
AVSI Foundation is seeking to recruit suitably qualified personnel for the position of an Institutional Development Advisor to spearhead the partner institutions by advising them on developing enabling conditions, capacity and systems of the inservice capacity development structures, and managing collaborative relationships with senior personnel of partner institutions. He/ she will be responsible for training, mentoring the human resource of the vocational training institutes and enable the achievement of their vision and goals to becoming a center of excellence.

SPECIFIC DUTIES AND RESPONSIBILITIES
• Provide technical solutions to the project teams, for strategic planning and how to best apply program implementation standards, best practices, partnership principles and tools, ensuring high-quality implementation.
• Contribute to partnership capacity strengthening initiatives for staff and partners through helping develop learning and training strategies and agendas/curriculums, conducting trainings and workshops, and mentoring and coaching to VTIs, partners and staff.
• Oversee partner institutional capacity needs assessments and ensure the development of institutional development plans that address the gaps and weaknesses identified and prioritized through the assessments.
• Oversee and provide strategic leadership on the implementation of institutional development plans, ensuring incorporation of lessons learned, best practices, proven approaches and cross-partner learning into local partner institutional development plans.
• Work with local partner organizations, and relevant MEAL staff to identify and monitor institutional growth and prime readiness/transition milestones across institutional performance functional areas, including finance and administration, technical, monitoring and evaluation, collaboration and partnerships and governance structures.

JOB REQUIREMENTS:
• Master’s Degree in Business Administration, Education or any other related field;
• Minimum of 5 years of management experience including at least three years at senior level.
• Considerable program development and management preferably in a international development setting;
• Extensive knowledge of Institutional/Organizational Development with experience as a management consultant.
• Proven leadership and people management skills;
• Excellent communication skills:
• Demonstrated interpersonal skills including the ability to negotiate and influence;
• Demonstrated facilitation skills, with training skills highly desirable; and
• Computer skills, including extensive experience using Microsoft Word and Excel Internet and e-mail skills required.
