ORGANIZATIONAL DESCRIPTION:
AVSI is an international NGO with headquarters in Italy, which has been active in Uganda since 1984. AVSI is a prominent provider of development and humanitarian assistance around the world and brings strong management and innovative strategies to programs in various sectors including; Health including disability and mental health, Food Security and Nutrition, Education including early childhood care and development, Protection including child protection, Livelihoods, Energy and Environment.
PROGRAMME BACKGROUND:
AVSI Foundation with Financial Support from the Embassy of Ireland is implementing the Vocational Education and Skilling Programme (VESP), 2023 – 2027 in Karamoja with the aim of increasing gainful employment of youth in Karamoja. This programme builds on the first phase achievements of the Support to Skilling Uganda (SSU) project in Karamoja 2016-2020 as well as the 2021-2022 bridging programme.
Specifically, the programme will strive to increase youth opportunities for employment; improve capacity of skilling and employment entities (VTIs, CSOs and Private sector) and contribute to supportive legal and policy environment for youth skilling and employment. The programme will target youth from the entire Karamoja region with specific focus on Moroto, Nakapiripiriti and Kotido Districts.
JOB PURPOSE:
AVSI is seeking to recruit suitably qualified personnel for the position of Advocacy and Policy Advisor to be responsible for leading policy advocacy and provide technical insight and guidance on national and local advocacy initiatives and designing campaigns that promote vocational education for Karamoja youth and skilling in general.
SPECIFIC DUTIES AND RESPONSIBILITIES:
• Lead/contribute to developing project advocacy strategy and ensuring integration of advocacy priorities and activities.
• Oversee the technical quality of Advocacy activities, and develop strategies to improve technical quality when needed, by providing specialized technical support
• Assess and evaluate context to ensure alignment of tactics, manage and mitigate risks related to Policy, Advocacy and Campaigns.
• Spearhead the Operations, Programme Development and Quality (PDQ) teams in stakeholder’s analysis and power mapping.
• Spearhead advocacy activities with key stakeholders by providing inputs to initiatives relevant to the project. This will entail developing policy briefs/analyses, news bites, social media updates, position papers, etc.
• Integration of Advocacy with other core sectors and ensure that a human rights-based approach is reflected.
• Build relationships at all levels, including with local communities, government agencies, the not-for-profit sector, and the scientific community.
• Represent AVSI in other official meetings when required by supervisors
REQUIREMENTS:
• The ideal candidate must hold Master’s degree in social sciences, communications, public relations, International relations and any other related courses in an appropriate field (forestry/conservation /environment / natural resource management / marine / freshwater / terrestrial ecology).
• At least five years of experience in the field, with experience in leading, developing, and managing programmes / large-scale projects in one or more of the abovementioned fields.
• Knowledge of and experience with monitoring and evaluation of programmes /projects.
• Knowledge of the institutional and legal framework of the environment and conservation in Uganda, as well as of relevant policy issues
• Excellent computer skills in Microsoft Word, Excel, and Power Point
• Negotiation, influencing, and media relation skills, preferably at a high level.
• Excellent inter-personal skills, including the ability to develop and maintain strong relationships at all levels, including with local communities, government agencies, the not-for-profit sector, and the scientific community;
