Job Details:

Job Summary
To develop and monitor the implementation of systems, policies, and procedures for continuous quality improvement (CQI) across the project implementation sites, districts and health facilities in line with the Baylor-Uganda Mission.

Overall Responsibilities
• Develop, review and monitor the implementation of Baylor-Uganda Continuous Quality Improvement (CQI) Policy/guidelines, tools and curricula in line with the MOH CQI Policy and organization’s Mission;
• Develop and monitor the implementation of Baylor-Uganda’s strategic, annual and quarterly consolidated CQI work plans and budgets, and support the integration and implementation of these planned activities into the supported military sites development plans, districts’ development plans & budgets in line with (MOH) policy for CQI and organization’s mission;
• Develop and monitor implementation of the CQI Capacity Building Program (Training, Mentorship, Coaching and Support Supervision) based on identified needs;
• Develop and maintain strategic partnerships and networks with project QI teams/committees, district key stakeholders, and with other implementing partners for CQI in line with the organization’s CQI objectives and the MOH policy for CQI;
• Conduct QI-based operational research and organize periodic collaborative learning sessions for key stakeholders to share best practices, lessons learnt and reward best performers in line with the organization’s CQI objectives and the MOH policy for CQI;
• Support the organization’s resource mobilization efforts by participating in the development and writing of grant proposals to be submitted to funding agencies;
• Conduct continuous technical support supervision to Baylor-Uganda’s implementing sites;
• Monitor and evaluate the progress of implementation of the CQI Annual Work Plan and also conduct periodic assessment of performance and quality of care in Baylor-Uganda departments, supported military sites, districts and health facilities, and provide periodic reports.

Required Qualification, Experience and Competencies:
• A Bachelor degree in Medicine (MBChB) with a Master degree in Public Health.
• Training in Health Systems Strengthening.
• Experience with evaluation , data collection and analysis, proficiency in evaluation design and development of indicators, ability to obtain, analyze and interpret data, and present findings in written and oral form.
• At least five (5) years’ working experience in Training/Human Resource Development, HIV/ AIDS Care and Support Services provision, of which at least 3 years’ experience in Quality Improvement approaches especially MOH guided CQI at district and health facility levels.
• 5 Years Relevant Experience
