Project Summary

"The Agriculture and Market Support (AMS) has an overall goal of strengthened and resilient livelihoods of smallholder farmers, especially women.
The programme aims to improve the livelihoods of smallholder farming households by leveraging market demand as the trigger for collective action (working through groups, associations, and enterprises), interest in information and improved technology, adoption of good practices, and diversification of on-farm and off-farm activities to create job opportunities and improve incomes. AMS's broad focus is contributing towards strengthening resilience of local food systems and making them more inclusive for youth, in particular young women. A thriving and sustainable agri-food system is expected to empower SHFS, with reduction in post-harvest losses (PHL) and increased access to markets that will create employment and income opportunities for young people, particularly young women." A thriving and sustainable Agri-food system is expected to (i) Increase market level activities for women and youths by creation of less risky market entry points for households (ii) Increase production and income of SHF through risk shared marketing streams (selling through cooperatives), negotiations for better market prices, and enhanced access to markets and (iii) A competitive agricultural market system where SHFS are equipped with skills to enhance production and engage meaningfully in demand driven market environment. AMS interventions feed into ForAfrika Strategic Objective 2 (SO 2)- of enhancing the food, nutrition and income security and building resilience against non-variant shocks, for communities to become self-reliant.

ARE YOU UP TO THE CHALLENGE?

We are seeking a qualified individual for the position of Agriculture Market Support Project Manager to be based in Arua.

Job Purpose

Under the direct supervision of the Head of Programs, the AMS Project Manager will lead and oversee the implementation of AMS project, coordinate, manage staff and resources to ensure that the Activity meets its purpose, targets, and deliverables on-time and within budget.
The Project Manager will lead the Refine & Implement the project and based on learning, develop/adjust intervention strategies to ensure that quality standards are met based on donor regulations and ForAfrika programming quality standards. He/She will provide overall leadership of the project and will be accountable for leadership, planning of the project activities/outputs and ensure the project contributes to the program goals. Working under close support and guidance of more experienced professional staff members at the Country Office.

The incumbent will be responsible for the following duties.

Essential Job Responsibilities

Strategy and Vision

  • Recognize opportunities for innovative interventions and create an environment where alternative perspectives are incorporated in project actions.
  • Develop strategies to improving Agricultural based market system strengthening that expand opportunities for value chain actors and Smallholder farmers.

Management

  • Provide hands-on field support for the implementation of agriculture market support activities.
  • Advise project team in the design, scheduling, and implementation of planned interventions in a manner that enhances project efficiency and effectiveness.
  • Develop related project documentation (i.e., Detailed Implementation Plan (DIP), quarterly and annual reports).
  • Coordinate the outcomes, outputs, and activities outlined in logic models, offering guidance to project staff as well as national and local government authorities responsible for agriculture market support and economic empowerment deliverables within the project location.
  • Produce written reports on agriculture and livelihoods activities, capturing the impacts of activities.
  • Work closely with local authorities and communities to ensure integrated planning and implementation that is complementary and collaborative.

Team Management

  • Encourage a strong team spirit.
  • Create and maintain a work environment that upholds ForAfrika's Mission, vision, and Core values, with mutual respect, where accountability is encouraged, and alternative viewpoints are welcomed.
  • Promote capacity building, deepen understanding and ownership of individual roles through the implementation of a comprehensive staff training plan.
  • Promote accountability, communicate expectations, and provide constructive feedback through regular performance reviews.
  • Structure, recruit, and induct team members, ensuring gender balance within the team.
  • Provide ongoing supervision, leadership, support, guidance, and mentoring to project staff.

Monitoring, Evaluation and Learning

  • Support the development of a learning agenda to build evidence on approaches and share/disseminate with appropriate stakeholders.
  • Contribute to knowledge-sharing, lessons learned, and best practices documentation to build an understanding of programmatic results and impact in relation to desired outcomes.
  • Contribute to regular donor reporting.
  • Collaborate with program, finance, and administrative staff to craft comprehensive monthly, quarterly, and annual reports, with a focus on the Agriculture Market system strengthening and job creation.
  • Ensure project resources are used efficiently, effectively, and transparently towards meeting desired results.
  • Manage and monitor the budget monthly, including forecasts, and control spending coherence.
  • Monitor adherence to grant agreements, ForAfrika's policies and procedures, and relevant external rules and regulations, including those of the government of Uganda.
  • Prepare procurement plans and assist with tender preparations.
  • Work with GSO technical advisors to develop SOWs for technical consultants, as required.

Representation

  • Actively participate in coordination meetings with relevant clusters and working groups in West-Nile.
  • Manage partner relationships effectively in the design, implementation, and monitoring of activities.
  • Demonstrate flexibility, resilience, and maintain positive relationships and composure.
  • Coordinate activities with local government, local partners, key stakeholders, and other international NGOs.

Accountability
Works Directly with: AMS project staff, MEAL officer, Gender, Youth and protection officer, Logistics and procurement officer, Country Director, and ForAfrika's Global Service Organization technical unit.

Knowledge and Experience

  • A master's degree in a relevant academic area—e.g., Agriculture, Agribusiness, Agricultural Economics and Climate Change, Natural Resource Management, and Marketing obtained from a recognized institution—plus three years of relevant field-based experience; or an undergraduate degree in a related field and five years of relevant field-based work experience with increasing technical responsibility leading to senior level expertise.
  • Good understanding of Value Chain Development and Food System, Sustainable Livelihoods Approaches, Climate Change, and Natural Resource Management and support.
  • Knowledge of the operations of Micro-Small-Medium Enterprises which work towards supporting smallholder farmers.
  • Demonstrated experience implementing interventions for the development and enhancement of sustainable livelihood interventions including on-farm, off-farm, and non-farm livelihoods, from self-employment to small business creation.
  • Demonstrated ability to network and engage with a wide range of stakeholders.
  • Effective verbal and written communication, multi-tasking, organizational, and prioritization skills. Professional proficiency in English.
  • Ability to work effectively with an ethnically diverse team in a sensitive environment.

Success Factors

The successful Project Manager will have strong consultative skills, and a high degree of comfort in discussing agricultural support techniques, often in complex scenarios. This person will develop trust easily with field teams, other ForAfrika leadership, and external partners. This person should be an excellent written and verbal communicator able to represent ForAfrika at public events. This person should be extremely well organized and capable of tracking multiple competing priorities. The successful person will be skilled at reducing complexities to clear and understandable non-technical terms with a focus on practical next steps. The most successful ForAfrika staff members have a strong commitment to teamwork and accountability, thrive in evolving and changing environments.
