Job Details:

Job purpose
The Lead Field officer (LFO) position is primarily a field-based position, which plays an important role in managing Officers / Community Service Assistants (CSAs) This position serves as an interface between the Safe Water program (SW) and communities in delivering chlorine and maintaining devices to ensure uninterrupted chlorine supply and In-line chlorination (ILC) device functionality in target communities. The successful LFO candidate will report to the Associate, Area Coordinator- Safe Water.

Duties and responsibilities:
• Take lead in the implementation of ILC program activities within the Districts of operation.
• Support and supervise the CSAs to ensure that timely chlorine delivery is done and ILC device maintenance.
• Supervise ILC device installations by ensuring plumbers and Officers/CSAs have necessary materials at water points with adequate coordination.
• Train, supervise, mentor, and coach officers, community service assistants, and plumbers in the execution of their duties.
• Taking lead in conducting community sensitization/meetings with the various stakeholders.
• Support teams in water point nominations/verifications.
• Fix basic ILC device maintenance issues using hand drills, hand saws or any other appropriate tools.
• Develop weekly work plans and reports for chlorine deliveries, spot checks, maintenance, promotional activities, and tracks daily activities to ensure that all plans are executed accordingly.
• Manage funds approved by an Associate/Coordinator for daily running of the field and office activities, in line with finance policy.
• Conduct relevant data collection for ILC device installation and maintenance activities through smart phone technology.
• Engage government contacts as appropriate to ensure program coordination on program related feedback.
• Conduct program awareness follow-ups and re-sensitization meetings.
• Conduct back checks to ensure sustainable ILC device functionality rates in the field offices.
• Manage data collection requests in a timely manner.
• Facilitate office feedback meetings and address any issues with staff in a timely manner.
• Effectively manage all organization items including motorbike usage under his/her jurisdiction with close attention to fueling, maintenance and repairs.
• Other duties and responsibilities as delegated by the Associate Coordinator.
• Ensure functionality of the satellite offices and safety of organizational assets within the satellite offices.

Key performance Indicators:
1. Chlorine delivery in assigned location(s) is done according to the agreed upon targets in a timely manner.
2. Number of functional ILC devices in assigned location never drops by more than 5%.
3. ILC device performance metrics (functionality, and non-empty rates, chlorine levels etc.) meet or exceed agreed upon targets.
4. There is a good working environment in the office led by the LFO.
5. Timely and quality data collection, submission and tracking.
6. ILC device issues reported are resolved/addressed within 48 hours of reporting.
7. Ensure motorcycle are maintained regularly and within budget.
8. Meet agreed upon number of coaching sessions to be conducted by the officer and demonstrate the verifiable impact on performance of Community Service Assistants.

Requirements
Qualifications:

• Bachelor’s Degree in Development studies, Social sciences, Business or an equivalent.
• Good language skills in English and Local languages, both spoken and written.
• Maximum of 1-2 years experience working with communities and or Social Enterprises/NGOs.
• Motorcycle riding skills with a valid riding license.
• Proficiency in speaking the local language/dialect is a definite advantage.
