Description
The Field Coordinator/ Program Manager will lead and manage the implementation of all projects in the Karamoja region, across all project areas in line with donor requirements and Action Against Hunger Uganda country strategy and mandate. S/he will provide leadership, supervision and support to the project teams in the areas of project management and people management, and is responsible for the overall base management, coordination, administration and liaison with internal and external stakeholders.

Key Duties & Responsibilities
Program Quality and Management
• Provides management oversight for all ongoing programs in the region.
• Accountable for achieving program quality through implementation of project review systems, comprehensive M&E systems and staff/partner development.
• Ensures that every project has an M&E plan, and fully adheres to our corporate MEAL policy and procedures.
• Leads program staff to use appropriate project management tools to plan, review and track progress on project implementation as well as on the utilization of project resources.
• Engages program staff in the planning of project activities and the establishment of high quality performance targets, ensuring adherence to technical standards, best practices and donor guidelines. Ensure staff follow ACF project management guidelines, based on sound project management models i.e., PMD Pro and ProPack.
• Works with program staff to ensure that all programming documents (Annual Program Plans, project proposals/reports, etc.) are of the highest quality.
• Accountable for ensuring that all projects in the region are aligned with ACF Uganda 5-year strategy
• Works with program staff to ensure ACF interventions in the region are integrated wherever appropriate in order to increase impact.
• Manages action plans and activities for all programs to ensure complementarity and consistency in the various interventions and to eliminate duplication and waste.

Budgeting, Financial Planning and Reporting
• Works with the Head of Program, program staff and finance department to ensure compliance with ACF and donor regulations and requirements for financial accountability and project reporting.
• Leads appropriate budget planning and tracking, and financial reporting of ACF public and private projects in the region
• Collaborates with deputy head of finance to ensure project managers are trained on budgeting and finance tools and systems to increase their capacity to adequately track project expenses.
• Monitors project burn rates closely with the project managers to ensure that spending by projects is consistent with the budgets and are on time.
• Accountable for reporting by all publicly and privately funded projects. Reviews and submits required reports including donor and private fund narrative reports, quarterly performance indicator tracking tables, baseline and evaluation reports, as well as others needed/required by the local government, donors, the region or headquarters.

Coordination and Communication
• Maintains transparent coordination mechanisms and regular information sharing with relevant staff and all key external stakeholders in the region
• Actively participates as a member of the senior management team and contributes to strategic planning and key decisions of the country program
• Encourages active and open dialogue among program staff and with staff from other departments
• Oversees regular programming and coordination meetings between programming and support staff in the region
• Maintains systems for the proper documentation of meetings and timely circulation of resulting information/outcomes.
• Promotes the documentation and sharing of lessons learned/best practices.
• Maintains communication with regional technical advisors and headquarters staff as appropriate.

Supervisory Responsibilities
• Supervises all heads of projects (typically PMs and DPMs) and all support staff (HR, logistics, finance) in the region
• Provides leadership and support to the hiring of highly skilled workforce for the region who aligned to ACF values;
• Mentors and coaches staff and assists them to develop and execute performance and development plans in line with ACF performance management policies and standards
• Works with Head of Program and program staff to identify key training needs, and proactively seek and promote appropriate training opportunities for staff, specifically in proposal development, project management and monitoring and evaluation.
• Works with HR and program staff to develop and use standardized job descriptions and performance review. Develop the career paths of staff in the department.
• Promotes clear understanding and upholding of organizational policies and standards by all program staff
• Works in close coordination with other department heads to promote a team approach that involves programming staff at all levels whenever possible/appropriate.

Fundraising and Proposal Development
• Collaborates with the grant acquisition and quality assurance coordinator (GAQA) and PMs to identify program priorities and actively develop a plan for program growth in active engagement with partners, regional/HQ technical advisors, and the business development team.
• Leads ACF program managers and field staff to maintain good relationships with implementing partners and provide them with smooth support throughout the project cycle.
• Plans and executes donor visits to project sites
• Actively supports field coordinators to locally fundraise (targeting donors i.e., WFP and UNHCR) which have strong regional bureaus.

Requirements

• Master’s degree in social sciences, community development, Project Management, Public Health, Economics or related field is required
• Professional qualifications in project management is highly preferred
• At least 7 years of leadership/management experience in a both emergency and development contexts, preferably with solid experience in more than one of the Action Against Hunger priority sectors: food security, health and nutrition, WASH and emergencies
• Extensive experience in leading/supervising program MEAL processes
• Excellent supervisory skills, strong analytical and organizational skills.
• Ability to work independently, but also coordinate effectively as part of a team.
• Excellent written and spoken communication skills in English.
• Strong computer skills (MS Word, Excel, Outlook and Power Point).
• Strong project management skills and experience, particularly PMD Pro, ProPack, etc.
• Demonstrated strong ability with project grants management, including project design, budget preparation, expenditure tracking, monitoring and evaluation, reporting, etc.
• Ability to lead a multi-cultural team with a high level of respect for local culture.
• Ability to represent the Agency in high-level meetings with donors, local government, etc.
• Experience with institutional strengthening and partnership building.
• Excellent analytical, team management and communication skills
