Job Details:

Key Responsibilities
• Lead the design and implementation of Urban TB care model in collaboration with district leadership, partners, affected communities and key stakeholders.
• Coordinate capacity building activities of primary care providers and project technical teams to ensure adherence to current national guidelines. These include but are not limited to trainings, continuous professional development sessions, mentorship and supportive supervision visits.
• Contribute to the monitoring the progress of planned project activities including active TB case finding, treatment initiation and success and TB prevention as well as community initiatives.
• Innovate, monitor and sustain the utilization of monitoring dashboards to assess and guide project performance.
• Lead the identification of implementation gaps across the three focus districts and coordinate closure of these gaps using the QI principles.
• Coordinate project engagement of both district and/or City health structures in delivery of quality urban TB services.
• Coordinate targeted national level visits to the focus districts to inform policy
• Support the identification of areas for improvement and work with the technical and QI officers to institute corrective actions.
• Ensure collaborative implementation of planned activities with the HIV/TB partners in KMW.
• Ensure utilization of the district league table in the focus districts.
• Support the management, discussion and documentation of complicated TB/HIV cases
• Ensure the availability of evidence-based and timely monthly schedules and implementation plans.
• Participate in district Incident Management meetings, performance review meetings, and planning meetings and provide the necessary technical inputs.
• Lead documentation of the success stories in the three focus districts to facilitate learning within the Kampala Metropolitan and at national level.
• Ensure timely planning, reporting and adherence to administrative guidelines for project supported activities.
• Any other duties assigned from time to time.

Person Specification
• A degree in Medicine and Surgery (MBChB). A Master’s training in Public Health (MPH) or a postgraduate Diploma in project planning and management is an added advantage.
• A minimum of 3 years of work experience in TB and TB/HIV programming, including program implementation.
• Demonstratable knowledge of current key TB, TB/HIV control strategies at the national and global level
• Strong managerial skills to operate independently with limited direct supervision of day-to-day activities and to lead results-driven project teams and work groups
• Strong oral and written communication skills are required to develop and maintain effective, sustainable working relationships with national and international working partners and to accomplish reporting requirements
• Ability to analyse, understand and discuss new program design, management and implementation approaches is required. This includes the development of evaluation designs, use of reliable and valid instruments, and methods for data collection, analysis and reports.
• Ability to influence other collaborative organisations engaged in TB and TB/HIV control programs to adopt appropriate strategies for improving the programs for patients with TB/HIV co-infection
• Detailed knowledge of current TB, TB/HIV and DR-TB landscape in Uganda, the health care system, Ministry of Health policies, regulations and program priorities
• Detailed knowledge of USAID administrative policies and regulations
• Demonstrated experience in onsite training, mentorship and QI coaching approaches
• Demonstrated capacity in building and maintaining productive working relationships with a wide network of partners and stakeholders
• Demonstrated organizational and supervisory skills and abilities, sound judgement, and high ethical standards; flexible and ability to adapt to changing priorities and deadlines.
• Excellent communication and negotiation skills.
• Good writing skills.
