Overview:
• URC is seeking an experienced Sr. Health System Strengthening Advisor for Acholi (Gulu), Bugisu (Mbale), Busoga (Jinja), and Karamoja (Moroto) for the USAID Uganda Health Activity (UHA), a five-year program. the purpose of UHA is to support the Government of Uganda's efforts to increase the survival and well-being of vulnerable populations and improve overall health system resilience in seven priority regions. The program will strengthen the quality and availability of MNCH, FP/RH, nutrition, and facility-level WASH services as well as health systems at the regional, district, facility, and community levels.
Responsibilities:
• The Health System Strengthening Advisor is responsible for spearheading efforts aimed at strengthening the integrated approach between different project components towards sustained high quality MCH, CH, FP, Nutrition HIV/AIDS and TB services in supported health facilities in districts within the UHA project regions. Additionally, the Senior Health Systems Strengthening Adviser will directly lead the HRH, supply chain, public finance management and district stewardship components of the project.
Specific responsibilities include the following:
• Take a lead in designing and implementation of HSS interventions across multiple technical areas including MNCH, FP, Nutrition/WASH, HIV/AIDS and community systems.
• Work with the regional referral hospital to implement the UHA hub and spoke model
• Support implementation of quality improvement activities at regional, district and facility levels.
• Contribute to the documentation of successful implementation of project supported other health systems strengthening activities (service delivery, information, medicines, financing and governance).
• Ensure coordination and collaboration with other USAID Uganda cooperating agencies, Government of Uganda, District Local Governments, and community-level programs as appropriate to promote innovative HR policy ideas at institutional and national levels.
• Participate in strengthening the capacity of Local PEPFAR implementing Partners
• Ensure timely and quality completion of program technical deliverables and reports in accordance with USAID guidelines.
• Actively participate in work planning process, reporting on program activities and achievement of performance milestones.
• Directly supervise HRH, Supply chain, Health financing and district stewardship activities
• Perform other duties as assigned by the Regional Director.
Qualifications:
Required Experience and Qualifications
• Master's degree in public health, health management, or another relevant field.
• Ten (10) years of professional work experience in Health Service Delivery, Health Systems.
• Previous exposure and experience in building capacity at individual and organizational levels.
• Experience in strengthening service delivery programs at district, facility and community levels.
• Demonstrated ability to write technical papers and reports.
• Demonstrable experience in working with multiple stakeholders.
• Experience with USAID, PEPFAR and/or other donor projects.
• Experience collaborating and developing partnerships with Ministries of Health/National Programs; District Local Governments, donors, NGOs, and/or other stakeholders.
Desired Experience and Qualifications
• Previous experience working with URC and USAID is an added advantage.
