Overview:
• URC is seeking experienced Local Capacity Development Specialists for Acholi (Gulu), Bugisu (Mbale), Busoga (Jinja) and Karamoja (Moroto) for the USAID Uganda Health Activity (UHA), a five-year program. The purpose of UHA is to support the Government of Uganda’s (GOU’s) efforts to increase the survival and well-being of vulnerable populations and improve overall health system resilience in seven priority regions. The program will strengthen the quality and availability of MNCH, FP/RH, nutrition, and facility-level WASH services as well as health systems at the regional-, district-, facility-, and community-levels.
Responsibilities:
• The Local Capacity Development Specialist is responsible for coordinating the UHA project capacity development interventions to increase availability and uptake of community health services in the regions within the project’s scope. They will also participate in strengthening the capacity of local PEPFAR Implementing Partners.
Specific responsibilities include the following:
• Take lead in the solicitation and assessment of CSOs for sub granting and capacity development.
• Provide technical support and coordinate the development of work plans and budgets for the community systems development function for CSOs
• Coordinate development of tools for capacity building and monitoring of CSOs activities.
• Take lead in the implementation of CSO capacity development activities to address identified institutional gaps.
• Provide technical support in the utilization of grants and ensure reports by sub grantees are submitted.
• Coordinate partnerships and collaboratives to track and document their contribution to project goals and objectives.
• Conduct milestone reviews to support reimbursement for all CSO sub granted activities and other partners contributing to project goals and objectives.
• Supportive supervision for district teams implementing activities for community systems strengthening
• Provide technical leadership and oversight of UHA’s capacity development strategy using a holistic, collaborative framework and systems-thinking lens.
• Provide leadership to the development and implementation of the project's overall capacity development strategy to bolster the capacity of regional referral hospitals, local implementing partners, and CBOs, while maintaining the performance and quality of UHA interventions.
• Lead the assessment and identification of organizational capacity gaps and develop evidence-based approaches to address those gaps.
• Provide strategic inputs into the overall capacity development component, recommending adaptations based on ongoing lessons learned.
• Supervise long- and short-term staff engaged in local capacity development tasks for the activity.
• Lead the integration of UHA’s capacity development tools and approaches into program activities to ensure program goals and objectives are met.
• Support regional referral hospitals, local implementing partners, and CBOs through in-person and remote mentoring, training, and knowledge transfer around key organizational development areas.
• Other duties as assigned by the supervisor.
Qualifications:
Required Experience and Qualifications:
• Bachelor’s degree in social sciences or related field. A Masters degree in Business Management, Business Administration, Organizational Behavior, Public Health, or International Development is an added advantage.
• A minimum of five (5) years of progressively responsible professional experience in program/project development, and implementation in a developing country context, preferably with USAID projects.
• Strong experience in capacity development, including organizational capacity development, designing diagnostic tools, facilitating capacity development action plans, and designing effective capacity development interventions highly preferred.
• Demonstrated success leading teams of individuals with diverse skills and interests, as well as success in mentoring and/or coaching staff project staff.
• Demonstrated presentation, facilitation, and training skills, both online and in-person, that can influence decision-makers, and foster organizational change strategies, with implementation occurring within a complex organizational setting.
• Fluency in English, written and spoken.
Desired Experience and Qualifications:
• Previous experience working with URC and USAID is an added advantage.
