Overview:
• URC is seeking an experienced Data Manager for the USAID Uganda Health Activity (UHA), a five-year program. The purpose of UHA is to support the Government of Uganda’s (GOU’s) efforts to increase the survival and well-being of vulnerable populations and improve overall health system resilience in seven priority regions. The program will strengthen the quality and availability of MNCH, FP/RH, nutrition, and facility-level WASH services as well as health systems at the regional-, district-, facility-, and community-levels.

Responsibilities:
• The Data Manager will strengthen the project’s data management (data collection, validation, compilation, analysis) and data quality systems for UHA including all technical areas. Under the supervision of the Director Monitoring, Evaluation and Learning, the Data manager will be responsible for administration, management, design, documentation, and evaluation of a variety of database management systems. In addition, the successful applicant will perform database and transaction log backups, as well as maintenance and monitoring of database server performance.

Specific responsibilities include the following:
• Manage the development and ensure functionality of the UHA M&E system for key indicators.
• Support the design and implementation of Activity data collection in partnership with technical staff.
• Perform data analyses; generate reports of findings, and visualizations to contribute to reporting requirements and project communications products.
• Oversee data quality work and related M&E strengthening within UHA including routine data quality assessments (RDQAs) and validations, and timely communicate data quality gaps and ensure that these are addressed appropriately.
• Oversee the development and dissemination of tools for data collection, storage, and analysis.

Additional and other responsibilities may include, but are not limited to:
• Manage the timely update of USAID reporting systems including HIBRID, PRS, FtF System.
• Support districts and sites in the management of the MoH systems including OpenMRS, TB database, DREAMS Tracker, at selected high-volume sites.
• Development of job aids and other guides to improve data collection, management, and reporting.
• Manage M&E capacity building efforts for the districts and staff.
• Support and participate in review meetings to share experience and give feedback on the project performance.

Data base management:
• Manage all the project Information Systems and Databases.
• Administer a variety of database management systems including Microsoft SQL Server, PostgreSQL, MySQL and MS Access.
• Develop and enforce database administration and user standards and procedures; audit, modify, and amend data in systems, and create data entry screens.
• Oversee the scheduling of database projects, database and transaction log backups, notifications, and database replication between multiple database servers and remote sites.
• Regularly evaluate the database server integrity and security.
• Assist in the creation of SQL and Web-based databases and database systems.
• Review technical designs, reports, documentation, and other materials produced by staff.
• Support project M&E and Technical staff to retrieve the needed data from the project database.
• Work with the project MEL team to ensure that clean program data is captured and stored into the project database(s).
• Work with the project MEL team to ensure that the project dashboards (online and offline) are regularly updated and accessed by the necessary audiences (Technical staff, Senior Management and Donors – USAID).
• Perform other duties as assigned by Senior Management Team.

Qualifications:
Required Experience and Qualifications:
• Bachelors degree of Statistics (Statistical Computing Option), Computer Science, Software Engineering or equivalent qualification. Possession of a Post-graduate qualification the same fields is an added advantage.
• Should have a minimum of eight (8) years’ experience in IT, Management Information Systems and Database Management.
• At least four years of recent experience in developing and/or managing health information Systems / databases.
• Knowledge of statistical packages such as SPSS, STATA, Epi Info and others.
• Thorough familiarity with the MOH HMIS systems.
• Understanding of USAID expectations.

Desired Experience and Qualifications
• Experience working with international NGOs, MOH, and public health facilities will be an advantage.
• Ability to work independently with minimal supervision.
• Good strategic and analytical thinking and ability to interpret public health and epidemiological data.
• Experience working with URC or USAID.
